Authorities in charge of public health are urging individuals to limit their physical activity to parks in close proximity to their homes in order to prevent further confusion concerning lockdown guidelines.
In a bid to control the spread of coronavirus, the Government has passed regulations mandating that citizens stay indoors as much as possible, with permission to participate in physical exercise once daily within their communities. But the notion of "local" is not uniquely defined in these laws, resulting in instances of individuals from Leicestershire being fined by authorities after traveling to Calke Abbey National Trust park over the border in Derbyshire.
Officials are becoming increasingly frustrated with the public's tendency to circumvent these restrictions by pushing the limits of their movements instead of limiting them. “Bradgate Park might be nicer than the park nearest to me but we are in unusual times so we should be going to the park nearest to us for that exercise," advises Leicester City Council's public health director Professor Ivan Browne.
Leicestershire County Council's public health director, Mike Sandys, adds: “There is what is within the scope of the law but then you have to ask yourself should you be making 30 mile journeys. To me that is the entirely wrong thing to do and I would hope that people realise morally and practically what is acceptable and what is not.”
Nick Rushton, the leader of the county council, warns against drawing the conclusion that the opening of country parks' car parks and beauty spots in Leicestershire serves as a permit to visit them. He states: “I know the police in Derbyshire were giving out fines yesterday for people visiting Calke Park and I know a lady who had driven there from Coalville and she got a fine."
Rushton adds: “We are not being asked to stay in to spite us but to stay in for our own benefit and for the benefit of us all." Though the term "local area" has not been legally defined, the Department of Health and Social Care stresses that it is imperative to exercise common sense and remain within one's immediate community when vacating their homes.
