On February 3, 2022, the Government implemented measures to safeguard millions of households from the escalating energy costs of 2022-2023. These measures include a £150 non-refundable, one-time rebate for households in council tax bands A to D, in England. This payment is £150 per household and not a discount on your bill. Additionally, the funding has been allocated to councils to administer a Discretionary Scheme to help households that are not eligible for the primary Energy Rebate Scheme.

Payment Method

Payment disbursements to eligible households paying for their Council Tax via Direct Debit have already begun. Payment will be made directly into the bank account that you use to pay for your Council Tax bill, and it will reflect in the payment reference section as Cheshire West. We will only process payment if a successful installment has been claimed for Council Tax payments made from April 2022 onwards. Some Direct Debit payees' payments also need to undergo additional administrative verifications to ensure that the payment goes to the right person (for instance, when the Direct Debit payee is different from the liable person for Council Tax). A letter will be sent to you at this point for clarification of either bank or Council Tax liability details.

If you do not pay your Council Tax through Direct Debit, we will be sending letters to those who are eligible with instructions on how to provide their bank account details to receive payment from the Council.

The Government announced a package comprising of £144M in discretionary support for individuals not eligible for the Energy Rebate featured in the primary scheme to address rising energy costs. We have allotted £623,850 to launch a discretionary scheme to help our residents, which will take effect from April 1 to November 30, 2022, or until the fund has been fully utilized. In the initial phase of the program, we will disburse the fund to residents falling within one of the following categories:

  • Residents who, as of April 1, 2022, receive full council tax reduction, in any tax band, will receive a £30 "top-up" payment that they do not need to apply for.

Phase 2 of the discretionary scheme will cover households that are behind on their energy payments and/or are on limited fixed incomes but have not collected an Energy Rebate payment. Awards will be granted on a first-come, first-served basis until the funds run out.

No awards will be presented to local authorities, corporations, housing associations, the government, or any governmental bodies.

Payment Method

If you are entitled to payment, you will receive it in either of the following methods:

    If you satisfy the eligibility standards listed above and already make your Council Tax payments through Direct Debit, no submission is required, and we will transfer your prize money directly to your bank account. There is no need to contact us regarding your payment; we will send it to you as soon as possible.

    In case you do not opt for a Direct Debit payment method for your Council Tax, or if you have a liability for rent without one for the Tax and are also liable for your own energy usage, your payment will be made via a Post Office voucher. The voucher holds a barcode that can be used to retrieve your cash payment from any Post Office branch. However, you need to provide proof of your identity (originals only) from the following options at any Post Office branch before 30 September 2022 to receive the payment:

    • - A valid passport
    • - A valid photo driving licence
    • - Bank or building society statements (not older than 3 months)
    • - Utility bill for gas, electricity, or water (not older than 3 months)

    In case there are any remaining funds, a second payment phase will be initiated to target individuals in energy arrears and/or on low fixed incomes who have not received an award under the main scheme or phase 1. There will be an application window and awards made until the funding runs out on a first come first served basis.

    Discretionary Energy Rebate awards or refusals are not governed by legislation and do not provide any right of review or appeal to the authority or any Tribunal or Court.
